Since you need a constant current to create a voltage gradient over the resistive coating, resistive touchscreens operate in the way shown there only after a touch detected. Touch detection sinply works like a "switch" where outer plane is connected to GND on bot wires, and inner plane floats on a CPU input which gets pulled down when outer plane touches inner plane
