Is there any 5V DC pin on the Icestick or the iCE40hx-8k board, or will I need a second USB port? (I need to talk with a 5V chip.)

Well, actually, I want to do two things. I want to talk with a 5V nvRAM chip (so I need to be able to accept 5V logic levels), and also power a GameCube controller, which expects 5V DC input.

Digilent sells a voltage level shifter that you might find valuable. It plugs into a PMod port.

I don't think either board has 5V on the headers, but it would be easy to solder a wire to the relevant USB bin on the iceStick. Less so on the hx-8k

I have a slightly oddball question: suppose I have a bunch of logic expressed as verilog. I feel I ought to be able to get yosys to represent it as a bunch of, say, 2-input NAND gates, but I don't know quite how to do it. Does anyone have any pointers ?
