I'm using /etc/rc.local on my VM, to bind mount some things after the appropriate other things came into existence.

It's generated for the system when systemd is compiled, just normal autotools macros. I'm sure I didn't touch rc-local.service, but I may have symlinked it into multi-user.wants. It seems to indicate that I wouldn't have had to do that but that it might have done it automatically at some point.
