yoleaux: some parts of the SGX suite of capabilities are provided by ME. If you use SGX on hardware that doesn't have ME, like any of the server hardware... you don't get those features.

I think you can get any memory that exists inside a sgx enclave. I think "risks that are extremely limited" because nothing is using SGX in a way that matters.. :)
