Tsutsukakushi: if you can put up with not having any kind of design rules and general assistance from the application, gEDA and KiCAD are obtuse but functional

Tsutsukakushi: if however you want something that has extremely good context-sensitive menus and, apart from a couple of weird bits, is pretty damn obvious, use PADS.
