i guess it's the air conditioning that trips the RCD. building is without gas for months -> all A/C are on -> after a blackout, they revert to their prior state (i.e., on) -> that does something the RCD doesn't like

ah, and the blackouts have an explanation, too: since the building is without gas for months, everyone switched to electrical heating. this now overloaded the building-wide fuses, and we had separate phases fail on successive days. let's he how we'll fare tonight ..
