It's not stuck because of that, but it has caused major disruptions to the project and considerable damages.

The initial delay has now effectively doubled because of the fact that the paypal nonsense meant that the project now needs a new layouter

Someone should invent a PayPal competitor that has all the good things about PayPal (pay people all over the world, easy to use, fast transfer times, low fees etc) but none of the crap (freezing accounts, withholding money, pulling money from linked bank accounts etc)

I suspect however that anti-terror laws and "know-your-customer" laws in many countries mean there are certain instances where PayPal is legally obligated to hold money until they have full proof of the identity of the party concerned.
