only when you treat that as a regular hotplug USB jack which ut isn't. The driver is dedicated modem driver and will get modprobed during system boot and then never gets replaced by any other driver

it's even system admin 101 to disallow arbitrary (all but one) USB drivers on arbitrary physical USB unterfaces, by simply editing udev rules. This is best common practice in all industry PC environments, so no keyloggers etc can get plugged in

on my industry workstations (or laptops) at my customers, their IT configures the USB in such a way that you have to plug this particular mouse with that serial number to the front port and that kbd with that Vendor/Product ID and SN to that upper left rear USB port, and nothing else will work anywhere on any USB port
