In an alternative universe with 1 CPU = 1 vote one could imagine a scheme where transaction senders do PoW over their transactions when signing, which would contribute to the corresponding block's work.

This would be another form to support/incentivise the miner which includes your transaction, even more straightforward then paying higher fee.
