But even without a compiled component, the version of the gem may be restricted by the version of ruby. A eg. gem could be stuck to version 1.9 for a given ruby version, and when you upgrade ruby, you have to go forward to version 2.0 of the gem, because of an incompatibility.

I don't have Windows, so maybe I'm just clueless, but I had no idea you needed to use cygwin to run Vagrant, I thought just a Virtualbox and off you went.

Okay. It's not necessary to get it to work since you actually have V8 so you don't need to embed it in Ruby. But if you need to install the gem you need to install the gem!
