I think lightning talks are not even ready to edit yet. They still struggle to "fix the wiki, after update". You can create self organized sessions and I dunno if that's including lightning talks too

yes, there's a place for self-organized/lightning at hackspace1/2/3(?) and c-base/BER also plans to provide a location with infra made for talks
