i did notice google took out differential patch/updates from store and re-downloads everything again

they used to have someshit where a 10meg app with 9.5megs of resources/images would update by only downloading the needed 500k binary diff for the app itself

Hm. they are both nand flash, but there are two technologies, SLC and MLC (single and multi level cell). SLC has about 100k and MLC has about 10k. I can't find any translation of this document to english.
