<leftylink> heh this is funny because I don't know how to do this. could probably catchall and then see if it's a notice, but I am guessing it is not meant to be easy, because http://tools.ietf.org/html/rfc1459.html#section-4.4.2 claims that "automatic replies must never be sent in response to a NOTICE message"
